What is Sexual Assault?

  • An intentional sexual contact, characterized by use of force, physical threat or abuse of authority, or when the victim does not or cannot consent
  • Includes rape, nonconsensual sodomy, indecent assault or attempts to commit these acts
  • Sexual assault is a crime punishable under the Uniform Code of Military Justice
  • Sexual assault can occur without regard to gender, spousal relationship or age of victim
  • It falls well short of the standards America expects of its men and women in uniform
  • It violates Air Force Core Values

What is a Victim Advocate?

A military member or DoD civilian serving in an additional duty status who provides essential support, liaison services and care to victims of sexual assault. The VA ensures victims continue to receive the necessary care and support until the victim states or SARC determines that support is no longer needed.  If you are interested in serving in this capacity, please contact the SARC for more information.

Sexual Assault Statistics

  • 1 out of every 4 American women will be sexually assaulted in her lifetime
  • 1 in 7 will be raped by her husband
  • About 10% of victims are male
  • 78% of victims know their attacker
    (In the Air Force, 90% know their attacker)
  • 75% of male and 55% of female students involved in acquaintance rape had been drinking or using drugs
    (In the Air Force, 80% involve alcohol or drugs)
  • Only 16% of rapes are ever reported (1 in 10 women/1 in 25 men)
    (In the Air Force, the statistic is unknown)

Guidelines for Reporting

  • Immediately report any assault
  • Do not bathe or clean up
  • Do not change your clothes
  • Do not brush your teeth or use mouthwash
  • Do not use the bathroom, but if you must, save your voided urine for testing
  • Do not eat or drink anything
  • Do not take or apply any type of medication to any injuries
  • Do not disturb or clean up the crime scene

Types of Reporting

Restricted Report

  • Enables Title 10 military members to report allegations of sexual assault to specified personnel, without triggering an investigationSpecified personnel include the SARC, a healthcare provider, trained Victim Advocate or chaplain
  • Provides confidential reporting
  • Allows access to medical care, counseling and a victim advocate but does not initiate the investigative process
  • Intended to give the victim additional time and increased control over the release and management of the victim’s personal information
  • Empowers the victim to seek relevant information and support to make an informed decision about participating in the criminal process
  • Family members, civilians and retired members are not eligible to make a restricted report
Unrestricted Report

Any report of a sexual assault made through normal reporting channels which includes the victim’s chain of command, law enforcement, and the AFOSI or other criminal investigative service or a report made by a family member, civilian or retired member.

  • The SARC will be notified and assign a victim advocate to the individual
  • Details of the allegation will be provided only to those personnel who have a legitimate need to know
